Mapping eInclusion Actors in the European Union

Commissioned by the European Union’s Joint Research Centre IPTS, Telecentre-Europe and the Technology & Social Change Group conducted an online survey aiming to provide a ‘map’ of telecentres, libraries, and other eInclusion actors operating in the European Union (EU).

This study is one of two conducted by TASCHA that is part of the larger research project MIREIA: Measuring the Impact of eInclusion Actors on Digital Literacy, Skills, and Inclusion goals of the Digital Agenda for Europe. Where this study maps the EU eInclusion actors, the other study reviews theories and frameworks that address the impact of eInclusion actors on the social and economic inclusion of marginalized groups.

With a sample of over 2700 questionnaires among the EU27 countries, this study illustrates the diversity of typologies and roles of key eInclusion intermediary organizations and the socio-economic impact of their activities at the European level.

This research and its outcomes help the eInclusion sector to leverage its resources as it provides vital insights for policy makers to understand the importance of telecentres & other eInclusion actors that are on the forefront of digital inclusion and empowerment.
